Why aren't I receving my IPN payments?

Okay i'm receiving the payments but they are not getting their membership. They're saying there's an error with something with a T3. And when I go to "IPN History" it says "Disabled" not "sent". What is this?

Is your script talking with PayPal? Probably need to do some Googling on IPN scripts........z
