Could be various reasons however, as we're a member to member help group, we're not the same as customer support.
It may be a system thing - you can try to wait a bit then try again. Before trying again, delete your web browser's cookies, temp files and history. Then close the browser, reopen it and retry.
Should that not make any difference, suggest that you contact customer support with your concerns. This can be done via email, phone or through Twitter @AskPayPal or via Private Message on their Facebook page at https://www.facebook.com/PayPal

This is unacceptable. How many times this has happened and we must go searching online for the #@!$ answer.

I'm getting this repeatedly today. I've tried with FireFox browser on my XP machine, with Chrome on my XP machine and with FF on a Windows 7 machine, all get the same useless response.. I'm trying to ship customer orders, I can't wait 30 minutes and see if anything happened with my account. Has anyone else experienced this repeatedly, lately, and did you have any way of getting satisfaction? If so, would love to hear what you have done.. I did call the Help line, and they said they are doing some "upgrade", but i'm doubtful.. Thanks ! Bob

Paypal shipping is garbage. Sorry but that is just the way it is. Expect many problems and expect them to happen repeatedly. That is what my experence is.
