I invoice my LuLaRoe invoices on Paypal and anything that I ship in-state has to have Sales Tax on it. When the transaction is processed on Paypal, will Paypal pay that Sales Tax directly to my State or is that my responsibility?

Paying that sales tax to the State will be your responsibility. Consult an accountant or a tax preparer if you need assistance with that.
