Restrict purchases by state

We are a winery and by law cannot ship wine to many states. How can I deny a purchase to someone who wants us to ship to a restricted state?

What e-commerce platform are you using?

If someone already paid, just politely decline sale and refund.

If you are selling from a web site, just select an e-commerce platform which permits sales restrictions by state.

Sounds like you need to get setup with a ecommerce platform of some sort.  I would recommend WordPress + WooCommerce + PayPal for WooCommerce.
