Despite expedited code, I was routed to regular support line and had to go through several steps to get to person.
We are unable to let donors set up recurring donations without establishing a PayPal account. Customer Support could not enter our URL to display page. Insisted payment without a PayPal account is possible. But Billling Info page states:
"You need a PayPal account for this purchase." and there is only an option to create a new PayPal account or login to an existing one.
If need to setup a recurring payment for donations and you're using Payments Standard - yes, a PayPal Account is "required". (It's basically the same process as a subscription.)
If you want to totally control the process - then you need Payments Pro.
