IPN Listener POST Failing with Connect to www.paypal.com:443 timed out error

I had set up IPN notifications on the sandbox site. The IPN callback was done using Java and the Apache HTTPClient library. This was working fine in all of our testing so we moved this to paypal.com site connections. This was working for the first few weeks but suddenly stopped with both CONNECTION REFUSED and timeout errors:
HTTP JVM: org.apache.http.conn.HttpHostConnectException: Connection to https://www.paypal.com refused
Connect to www.paypal.com:443 timed out..
When I switch back to sandbox it works again. The hosting company says they haven't changed a thing and we didn't change our code. So, has anyone else had this issue? Or, is there a whitelist at paypal.com that we have to register our hosts? or is PayPal.com's callback broken?
We have tried to open a ticket but it has been weeks.
