How to get PayPal Debit Mastercard under business account without linking to bank ?

Is it even possible- i have created business account - setup is complete exept i dont want to link it to my checking for now.

As im trying to send request to get a debit card i get error message every time.

Im clicking on agree and continue botton and all i get is this message: An error occurred during processing. Please try again.

I think you're going to need a verified account for that, which is going to require that you add a bank account.  

You could always open an account that was an "internet only" account and use that to hook up to things like PayPal and other online funding sources.  That way your "real" accounts with all of your actual cash in it are never hooked up to such services.
