How do you signup for developer and sandbox accounts when you don't live in the USA?

Hi There,
We're trying to figure out how we test our PayPal integration but can't seem to find an overview of the process or a signup form that lets you enter a non-us address?
e.g. The developer signup form here doesn't allow non-us post codes:
https://www.paypal.com/webapps/merchantboarding/webflow/unifiedflow?execution=e1s2
Also, is this the correct process?
- Signup for a developer account
- Create sandbox merchant and user accounts from within the developer account
- Test integration
Any help would be much appreciated.

OK, so it would seem that the process is counter-intuitive if you don't live in the US.
Ignore any guides/advice to signup for a developer account on: developer.paypal.com and instead do this:
- Go to your local PayPal site
- Signup for a normal account
- Once registered and confirmed, go to: developer.paypal.com and login
- A new developer account will get created on login to the developer site
