I made a transaction to my seller, it shows completed on my side and the money got deducted from my side but it did not reach the seller, the seller was completely transparent with me and he proved that he did not receive the money nor any information about the transaction.
I paid on a Saturday so could the transaction not have gone through because banks were not working?
but then i wanted to cancel the transaction and only way i could do it was to issue a refund and i did raise a refund through Paypal, but then the refund amount was being deducted from the seller's paypal wallet
now the seller is refunding the money which they never received, i do not understand what is going on and i would like some help with this, anyone else face a similar issue. help is appreciated, thank you
