On 19th November I ordered Christmas Lights which were widely advertised on Facebook for my little Church.  I paid over $80 US converted to £68 UK and PayPal paid this from my account.

2 days ago, a SMALL package arrived with two boxes inside.  One was empty and damaged and the other contained a set of string lights which I can buy here in Scotland for about 2 or 3 pounds.  They are NOTHING like the advertised product which I contracted to buy.  THIS IS A COMPLETE SCAM and I have reported this to the Police Authorities and Trading Standards - also to the HQ of Church of Scotland.   PayPal does not seem keen to help as I have to web address for this company and this stops the form from being processed.   PayPal MUST have this as they paid out my money.  Come on PayPal do the honourable and decent thing.  Our church was in danger of closure and our funds are limited.  This kind of scam in so cruel.

Why oh why does Facebook keep allowing these crooks to place ads on their site.  They MUST hold much of the responsibility.  Charlie

Authorities in this country have no authority over companies in China !

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

Paypal would not be able to check every individual seller / merchant / company in over 200 countries worldwide that adds paypal to their website to accept payments.

So they give some buyer and some seller protection. However that protection can never be a 100% coverall so you need to read it so you can risk assess your transactions.

They do stop bad companies from using Paypal when enough claims start rolling in.
However as they are in China (mostly) then its easy for them to just start over with a new name, so stopping them does not really do anything.

The best thing is to not buy from them in the first place, to recognise them -

1. No return address on the returns policy. The site will look as if its in your country (where they despatch goods from) but they will ask for returns to go back to China (returns depot) at a shipping cost often more than the item is worth.
2. No contact telephone number. if you click on contact the most you will get is webmail or an email address.
3. Rarely company address information.
4. Great pictures of items at bargain prices that turn out to be tat.
5. Fake reviews.
6. Google and you can often see previous company names as they change them once enough claims roll in and Paypal stop them using their services and start over.
7. Send fake tracking numbers to win item non receipt of item claims.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description or you receive a totally different product.

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

Do not close the dispute until you have a refund or your item.
If a seller states that they can't refund until you have closed the dispute don't believe them.
Escalate the dispute to a claim within 20 days (before it times out), if you need Paypal to get involved.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will issue a chargeback.

I had somewhat a similar issue and after many attempts to contact the seller I filed I claim with PayPal, asking for a full refund.  Then the seller finally shipped, but the product was intended as an outdoor Christmas decoration for Christmas 2023, but did not arrive until early 2024.  And, the product was not as expected.  I finally heard back from PayPal and they closing out my claim in favor of the seller.  I'm so upset with PayPal I will be closing my account.   I'm just gathering info now, to use against the seller and paypal on social media in the future.

I am with you on this. These people are just crooks. The lights I paid for were for my wee church which cannot afford to lose the money. We should all get together and fight this. Facebook and PayPal are supporting this crook and should be made to face their actions - just like The Post office !!!!

I also was scammed by Inckwp- ordered a Xmas sweater- total cost 43.76. At the very end of December I filed a report that paypal had paid them in full and no sweater ever recieved. I don't know what, if anything transpired between Paypal and1 Inckwp but mid January except I was unable to provide a link as Inckwp doesn't seem to have one. Then , about 1/20, good ol' Inckwp sends me what was obviously their standard reply - did your package arrive?" You can tra ck it at T.17 track.net " and gave me a fake tracking number for China Post. In the same message at the end they then stated it was sent and had been delivered- to WHO AND WHERE?. This is so stupid and, of course, once again, PayPal sided with them and refused to remit the 43.72. What's even more disturbing is this type of occurance happened many times under the name of Inck wp, Co. Ltd- not a rare occurance but MANY TIMES! So, trusting PAYPAL now is like trusting a pyromaniac with matches! This is real unfortunate because PayPal wS absolutely the only way I would buy online thinking it was safe and secure- feel like I've been scammed by PayPal toolp

I just ordered something from this fake site on IG & didn't know at the time it was a scam. When l tried reaching out to the email, the response was that the freight co. was the delay. When l asked for the freight company info, my tracking info or money back l was ignored.

I am currently fighting with my bank on a purchase from them! Ordered a stuffed animal for Easter for my kiddo and tried to cancel immediately afterward as the price listed was not the same price I was charged and it was significantly more expensive than I thought it would be. Seller refused to cancel my order, gave me $5 back and told me to "trust that the product was of good quality". i fought with them for a refund from the time I purchased it until they told me after 2 days that it had already been shipped. filed a dispute with paypal; they said I had to wait until the item arrived and reject it. I rejected it, but then they said I should have accepted it, taken it to the post office, and sent it back myself. What???? Paypal refused to help so I filed a dispute with my bank. If this doesn't work I'm basically out $30. It's ridiculous. Paypal customer service has gotten horrible in the past year and a half, it's a shame!

Paypal covers you for non receipt of item OR item received but not as described.

So you file a dispute with paypal for 'not as described'  >> you try and resolve with the seller and if not then you >> escalate the dispute to a claim >> you wait for paypals decision >> if they find in your favour then you have to return the item back to the seller (trackable and at your own expense) and once delivered you get a refund of your initial payment only.
