Message Center: Where are the received attachments?

I contacted PayPal in their Message Center (https://www.paypal.com/smc/async/home) to send me something, and later they replied that "You requested a copy of xyz. Attached is your file.". But there is no attached file! I again contacted them, they again did the same - and again, no attached file!
Where are the attached files in the Message Center, or did the support really fail to send the attachments twice?!
